I would start by talking to local gov’t about what permit you’d need. Find a location to open a store, a store that will carry your creations, or develop a website. Find someone to offer you financial assistance. Hope this helps. Good luck

The best way to promote a small business is word-of-mouth. Offer discounts or gift certificates to people who send you new customers.
Give your loyal customers some of your cards to hand out with a coupon on them so the person receiving the card hangs onto it. Put the loyal customer’s name or initials on the card. For every card that comes back to you (with a purchase, of course), give that loyal customer $10 worth of credit (or whatever amount seems fair). This will encourage people to not only tell their friends where they got the jewelry, but follow through with more information – where you’re located, what else you have available, what your prices are, etc.
And, of course, ALWAYS be wearing jewelry that you’ve made so you can promote yourself. Wear something different all of the time, but don’t start the conversation. Let them ask. If you’re constantly being the aggressive saleslady, people may avoid you. "Oh gawd, here comes Marge trying to sell me something." That’s very bad for business.
Also consider making something special for your regulars at Christmastime. It doesn’t have to be expensive – just unique.
